Check whether this player can research.

player:CanResearch(technology)

Inputs: technology is an integer Technology ID.

Output: Boolean or nil. Technology availability; nil when required queries fail.

Errors and unavailable states: A wrong receiver or argument type can raise a Lua argument error. An unavailable live read returns nil as described in Output.
