Input: townCenter is an owned town-center object.

Description: Requests that protected workers return to work. The actor and session are checked again before dispatch; observe the workers afterward.

Output: SendBackToWork returns true for queue admission, otherwise false. SendBackToWorkTracked returns accepted, receipt.

Errors: Wrong Lua argument types raise an argument error. Invalid town center, missing layout, or changed session rejects. A tracked receipt gives the rejection reason when available.
