RingTownBell(townCenter, active?) · RingTownBellTracked(townCenter, active?)

Inputs: townCenter is an owned town-center Object; active is a boolean and defaults to true.

Description: Requests activation or deactivation of its town bell. Submission does not prove that workers entered or left shelter.

Output: RingTownBell returns true for queue admission, otherwise false. RingTownBellTracked returns accepted, receipt.

Errors: Wrong Lua argument types raise an argument error. Invalid town center, option type, native layout, or changed session rejects. A tracked receipt gives the rejection reason when available.
