Check research in current game state.

CanResearch(technology)

Inputs: technology is an integer Technology ID.

Output: Research availability, or nil when required queries fail.

Errors and unavailable states: Wrong argument types can raise a Lua argument error. Unavailable game data or an invalid target returns nil as described in Output.
